Low Pay Commission letter: ‘migrants have little impact on low pay rates’

The chair of the Low Pay Commission, Sir David Norgrove, wrote in a letter to the TUC General Secretary, Frances O’Grady, in June 2016 that “the share of immigrants in the workforce has had little or no impact on the pay rates of the indigenous population”.

Norgove writes that older Low Pay Commission research and more recent studies reach the same broad conclusion that “the effect of immigration on pay is limited” equating to a drop in annual pay rates of about 1 penny an hour on a pay rate of £8 an hour for workers in the low-paid sector.
