EU report on multiple discrimination

On 2 February 2011, the European Union Agency for Fundamental Rights (FRA) published the EU-MIDIS Data in Focus Report: ‘Multiple Discrimination’.

It is the fifth in a series of ‘Data in Focus’ publications, drawn from the FRA’s European Union Minorities and Discrimination Survey (EU-MIDIS).

The findings reveal that:

  • Those from ethnic minorities are on average almost five times more likely to experience multiple discrimination than those from the majority population.
  • Those on a low income are more likely to experience multiple discrimination.
  • Young men from ethnic minorities report high levels of discrimination.

The report calls for the strengthening of the legislative framework through the adoption of the ‘Horizontal’ Directive, currently being negotiated in the Council. It also encourages equality bodies to deal with complaints of multiple discrimination as single, unified cases.
